AnnotationThe changes in scope, responsibility and organisational arrangements for social care in England in recent years are reviewed in coverage by broad themes rather than by service user groups. The report highlights key issues of particular importance to those who are responsible for social services, whether elected members or senior managers. It examines the extent to which agencies involve service users and encourage independence. It explores how well social services departments (SSDs) assess risks to vulnerable children and adults, to ensure that they are appropriately protected. A chapter on effective organisations looks at changes to the social services management task and considers what is required to ensure that appropriate good quality services are delivered consistently and economically. The last two themes look at how SSDs work with other agencies to jointly plan and deliver services; and ensure a well selected, trained and managed workforce. A brief outline of the the work of the Social Services Inspectorate (SSI) concludes this report. (RH).
