AnnotationThis briefing supplements the paper, `Pensions for people: Age Concern's policy for an adequate income in retirement'. It looks at the nature of the current problems with pensions, from the points of view of those already retired, and those who have not yet reached pension age. With regard to the balance between state and private pension provision, given the limitations of private schemes in covering the whole population and the importance of balancing risks, ACE concludes that the state must provide some form of basic non-means-tested pension. As to the form that provision should take, reference is made to ACE's paper, `Pensions for people' and its proposals for benchmark levels and a basic pension to meet basic needs. It would be hoped that schemes which are related to salary, but not necessarily based on final salaries would be considered. On paying for pensions, the requirement for increased contributions - which may well be compulsory for employers and employees - is suggested. The briefing concludes with comments on pension provision for women, and the position of current pensioners. (RH).
