AnnotationThe community care reforms replaced the old system of higher rates of Income Support for residential and nursing home care, by giving local authorities financial responsibility for placing people assessed as needing such care in homes, and contributing to the cost of care according to national assessment rules. This paper describes the problems faced by such people, and recommends measures that central government and local authorities should take to resolve problems for those with "preserved rights". (RH).
