AnnotationThe White Paper, The new NHS, published in December 1997, has signalled the replacement of the health service internal market. The current bureaucratic system of Extra Contractual Referrals (ECRs) will be abolished and replaced by simpler arrangements for out of area treatment, based on adjustments of Health Authority Initial Cash Limits. This document sets out the detailed proposals for replacing ECRs. RAFT2 of the NHS Executive invites comments on the principles, details and practicalities of the new arrangements by 17 July 1998.
