Annotation | This report comments on the scope and objectives of the proposed Financial Services Authority, whose responsibilities will encompass conduct of business and prudential supervision in all areas of financial services. The report argues that the scope of the new watchdog is too limited and inflexible to be of any real help in areas that cause the most serious problems for consumers. It points to the shortcomings of the current systems of self-regulation for mortgages, general insurance and intermediaries, and calls for the new authority to take on additional regulatory responsibilities.
