AnnotationThis report outlines an agenda for action by all agencies involved in community care, and the general principles applicable to all community care user groups and their carers. Its objectives are for local authorities assisted by other agencies to work to eliminate racial discrimination and ensure equal access for all to community care services; to work in partnership with local communities to achieve equality and promote good relations between people of different racial groups; and to outline a common agenda for action by community care agencies, so that services are more appropriate to the needs of all sectors of their local communities. The report covers: strategy and policy; planning and service development; commissioning, purchasing and providing services; care management and care programme approach; inspection, complaints and quality assurance; and management, employment and training. Attention is drawn to relevant provisions of the Race Relations Act 1976. (RH).
