Annotation | This briefing suggests ideas for responding to the Green Paper, "The learning age: a renaissance for a new Britain". It also recommends reference to companion volumes "Higher education for the 21st century" (response to the Dearing Report), and "Further education for the new millennium" (response to the Kennedy Report). The briefing covers: obstacles in access to education; financial support; learning at work; access to adult education; and standards, quality, qualifications and accountability. NIACE's response to the Government will discuss key issues which it believes will affect the Green Paper's realisation: funding part-time and full-time study; adequate provision in LEA-secured adult learning; broadcasting; learning in all workplaces; entitlement to fee-free education up to NVQ 3; and a national helpline offering guidance.
