AnnotationThe Carers (Recognition and Services) Act 1995 was implemented in 1996. This article reviews three recent research publications on how effective the legislation has been in helping lighten the burden for carers, indicating a continuing mixed picture. `In on the Act?', published by the Carers National Association follows up the CNA's previous report `Still battling?'. It indicates that although the Act has achieved results which previous government guidance had failed to secure, inadequate local authority resources continue to lead to patchy implementation - which central government is asked to tackle. The concerns raised about good practice in `In on the Act?' are echoed in a report from the King's Fund Carers Impact Team, `Carers impact: how do we know when we have got there?'. This draws its evidence from interviews with 150 carers, who expressed concern about the variable quality of services. Similar findings emerge on carers' views on hospital discharge arrangements in the report, `Coming home: carers' perspectives on hospital discharge procedures for young adults with physical and complex disabilities' by the Social Policy Research Unit, University of York.
