Annotation | The NCVO (National Council for Voluntary Organisations) carried out a consultation across the voluntary sector in late 1996, arising from issues arising from the Committee of Standards in Public Life, into the Standards of Conduct for Local Government (Nolan III). An area of concern found both by NCVO and the Local Government Association (LGA) related to the role of local authority members and/or officers who serve on the boards and management committees of voluntary organisations. While it is not prescriptive, this code sets out the steps which should be taken by voluntary organisations and local authorities, along with the elements which should be contained in local agreements.
