Setting standards in home care accreditation: views from the field

AnnotationThis paper is based upon the findings of action research commissioned in Wales by an Age Concern voluntary group in partnership with a social services department and the Welsh Office. The research conducted between 1995-97 sets out to explore and analyse the independent sector provision of domiciliary care in a major Welsh local authority from the viewpoint of users and carers, purchasers and providers. The aim of the study was to assist in the strategic planning of the home care service and in the development of an accreditation mechanism that would protect users and help promote quality in the local market. This paper describes one aspect of this research, which was to engage with users and carers, providers and local authority purchasers in order to identify and agree a set of standards which would inform accreditation.
