Annotation | This is the first part of a two part article in which the author provides a wide-ranging review of technical and financial aspects of community care. This part focuses on the nature of community care, and considers aspects which can be considered to be its `primary technology'. The author concludes that existing approaches to social work employment, qualification and training are such that people are frequently offered assistance by other people with an insufficiently broad professional outlook, or by people who lack the necessary specific competence to be of real assistance.
