AnnotationThis document contains five papers submitted by the National Pensioners Convention (NPC) to the Government's pension review, on the following issues: the basic pension; second pensions (focusing on the State Earnings-Related Pension Scheme or SERPS); older pensioners; the financing of national insurance; and stakeholder pensions. Some of the main recommendations are: the average earnings link to the basic pension to be restored; SERPS credits to be awarded to older pensioners; the age addition to be increased; the combined effects of higher pensions and higher national insurance contributions to be taken into account; for the Pensions Review to issue a consultation document on the future role of SERPS to provide the basis for an objective assessment of the possible contribution of stakeholder pension schemes.
