Annotation | This is one of five papers commissioned from a number of study groups, which looks at issues confronting an ageing society, to inform a nationwide debate on the subject - for younger and older people alike. This Study Group aims to look in combination at key areas of provision for old age and the need for other publicly financed services; and to take a long-term perspective, unhindered by short-term expediency. The Group has three main areas of concern. First, financial resources in later life, involving retaining the present arrangements for state pensions, introducing a funded element, or having a more radical option of a Citizen's Pension. Next, they recommend research into long-term care financing, along the lines of the Joseph Rowntree Foundation (JRF) Inquiry into Meeting the Costs of Continuing Care, and its idea of a National Insurance Care Scheme. Last, research into the roles of the public and independent sectors, priorities for public expenditure, and alternative ways of raising revenue are outlined. Also noted were concerns in connection with health, housing, and active citizenship. To take these points further, the economic implications of an ageing population and preliminary options are discussed. |
