Annotation | This is one of five papers commissioned from a number of study groups, which looks at issues confronting an ageing society, to inform a nationwide debate on the subject - for younger and older people alike. It presents background on demographic trends, the need for care, the future of family care, and attitudes to caring. The focus is then on three main issues. First, long-term care, where it is argued that the boundary between health and social care appears unhelpful. Services should be concerned with supporting and promoting independence and the exercise of choice. Second, health futures and rationing health care, where wider debate about the nature and process of rationing would gain support, if the aim is to establish a national framework. However, the idea that older people should be treated as a separate class in access to health care is rejected. The final section on healthy lifestyles and health promotion considers the scope for reducing the need for long term care among future groups of older people: strategies to improve the health of older people should be a core element. The pursuit of extended life expectancy with enhanced quality of life would be a worthy objective for the new millennium. |
