AnnotationThese Regulations, which came into force on 1st January 1993, give effect in Great Britain to Council Directive 89/391/EEC on the introduction of measures to encourage improvements in the safety and health of workers at work (OJ L183, the 'Framework Directive'); and to Council directive 91/383/EEC supplementing the measures to encourage improvements in the safety and health at work of workers with fixed-duration or temporary employment relationships (OJ L206, 'the Temporary Workers' Directive').
