Annotation | This study examines the opinions of selected groups about the most important measures of quality for consumers, using the categories and indicators of quality from the US federal OSCAR (On-Line Survey Certification and Reporting System). Two separate methods of data collection were used for different groups: first, a postal survey of administrators and directors of nursing homes, training co-ordinators, ombudsmen, and nursing home advocates; and second, focus groups were used to obtain the opinions of nursing home residents, family members and friends. These groups were considered to be key stakeholders interested in nursing home quality with knowledge of quality of care. The overall findings show general patterns of agreement across all respondent groups, with quality of care, quality of life, and resident rights rated as the most important categories. There were differences in rankings by groups within categories, reflecting differences in respondents' perspectives. As the HCFA (Health Care Financing Administration) plans to revise and update its quality regulations for nursing homes, the findings from this survey can be taken into account. |
