The cornerstone of care: inspection of care planning for older people

AnnotationThe aim of this inspection, carried out in seven local authorities, was to examine how the introduction of care management and assessment has affected older people, and to assess Social Services Departments' (SSDs') capacity to respond appropriately to the needs of older people who live alone or with carers in the community. In particular, it evaluated the extent to which care planning systems and practice led to services that were responsive to those needs. Emphasis was placed on training and describing the views of older people and their carers. Findings revealed that, overall, the introduction of care management has improved the quality of social work services with older people. However, the quality of services varied between, and sometimes within, local authorities. Key messages for SSDs include: services should be responsive and flexible; care plans should be drawn up for users in receipt of services; the involvement of older people and their carers in the care planning process should be promoted; the development of advocacy services should be promoted; and users and relevant professionals should be properly informed about services, eligibility criteria and charging policies.
