Annotation | This paper forms part of Age Concern's review of pensions policy, in response to the review announced by the Government on 17 July 1997. It looks at ways of ensuring that future pensioners will have adequate incomes as well as proposals that will benefit current pensioners. The paper outlines: current problems; ideal pension provision; and principles of provision. It states what is an adequate income level, and how this should be met, regardless of ability to earn sufficient. All employers should be prepared to contribute to private pensions for their employees. If people cannot be encouraged to contribute sufficient to pension schemes, additional compulsory contributions may be necessary. An alternative to the basic pension, Citizens Income, integrated with tax and benefit system, is mooted but not discussed in any detail. The principle of annual uprating so that the pension maintains its value, is reiterated. Four principles for pension provision are put forward: the need to establish benchmark levels of adequacy; the state should guarantee that all people are able to receive an adequate income in retirement; contributions towards retirement income must increase; and people must become better informed about pensions.
