Annotation | This paper discusses the development of a new public health model for the development of interventions in relation to the `ageing' population. A multiple outcome model of health and disease is proposed besides the existing germ model and risk factor model. The development of primary prevention effects for slowing functional decline among older population groups, by way of increasing exercise and physical activity behaviour, is discussed as a practical example for the use of such models. Issues of effectiveness, whether physical activity helps, applicability and whether older age groups are willing to change their behaviour and exercise more, are highlighted. It is concluded that only a multidisciplinary effort, encompassing both social science and medical factors, can be effective and applicable in changing behaviours of older age groups if the aim of such activities is to improve primary prevention of functional decline and thus address the problems related to an ageing population. The question is also asked whether the use of a wider model in this context should remain solely in the public health domain, or whether public health has only a small contribution to make towards a more widespread multidisciplinary effort. |
