AnnotationThe author argues for a complete reversal of a policy which has led to the steady erosion of service provision for older people. Local authorities have adopted approaches to rationing care: tightening eligibility criteria; imposing or increasing charges; imposition of spending ceilings on each individual; and denying or delaying assessments. A national strategy for the independence and inclusion of older people is suggested; this requires good quality primary care and personal autonomy. Although this would cost money, the short and long term benefits could result in savings made when having to rely on high cost, high intensity services.
