AnnotationThis consultation document sets out the reasons why change is needed in the approach to assessing and managing the performance of the NHS. It describes a National Performance Framework to drive improvements, and illustrates how the framework can be used by a range of different people and organisations. A set of high-level indicators to assess NHS and Health Authority performance across areas of the new framework is proposed and outlined. The six areas proposed are: health improvement; fair access; effective delivery of appropriate healthcare; efficiency; patient/carer experience; and health outcomes of NHS care. The Performance Branch of the NHS Executive invites views on the proposals by 20 March 1998.
