AnnotationThe main aim of this White Paper is the replacement of the internal market with integrated care, saving £1 billion on bureaucracy and putting that money into frontline patient care. Key themes are outlined on: changing the NHS; health authorities and the introduction of Health Action Zones and Health Improvement Programmes to shape local healthcare; primary care groups as the first line of support and care; the roles and duties of NHS trusts; the creation of a National Institute for Clinical Excellence, and a Commission for Health Improvement; measurement of NHS performance; and how these proposals will be funded. A new NHS Charter will tell people about the standards of treatment and care they can expect of the NHS, and will also explain patients' responsibilities. Access to a national health service will be based on need, and not on ability to pay, who your GP is, or where you live.
