AnnotationThis circular will no longer apply in full, or in part from 1 April 2002. Comprises three items: Department of Health (DoH) letter, draft version of NHS Executive Health service guidelines (with Annex A, DoH Draft guidance on introducing open reporting on nursing homes), and draft template for open reporting. Their purpose is to draw attention to the fact that ministers have decided that all inspection reports should be made available to the public from 1 April 1998, as a requirement of all Health Authorities. The draft guidance covers: the purpose of inspection reports; use of plain language; format of reports; dual registration; confidentiality and other sensitive information; accuracy of reports; and distribution and costs. In preparation for introduction of national benchmarks for residential and nursing homes, a draft template for inspection reporting is also included. Items suggested include: general information about the home; summary of main inspection findings; the home's aims and objectives, environment; records policies and administration; complaints/legal action; services; management of care; health care; social care; and staffing.
