Annotation | New York State has developed its home and community-based service (HCBS) systems more than any other state, and is also the only state to have a Long Term Home Health Care Program (LTHHCP) providing an alternative to nursing home care. This article examines trends in the State's Medicare and Medicaid expenditure with regard to personal care and home health services, the factors precipitating demand for services, and federal attempts to cap expenditure.
