AnnotationThe National Consumer Council (NCC) has long argued that government should give a higher priority to the interests of low-income consumers, such as getting and remaining connected to services of the privatised utilities: water, gas, electricity and telephone services. This response to the Department of Trade and Industry (DTI) review of utility regulation outlines consumers' needs and the effects of price regulation on consumers. The NCC expresses concerns about lack of clear financial information about the utility companies, and the consequent need for a public policy framework for regulation and for clarity on meeting social obligations. The structures of regulation and consumer representation are examined. Recommendations on the duties and obligations of the utilities to their consumers are made throughout the text.
