Annotation | This report attempts to reflect the rapidly changing situation in the electricity industry since privatisation, and examines questions of consumer concern. It looks at what has changed in the electricity companies' structure and ownership, and the reasons behind these large-scale changes. The report focuses on the implications of these changes for consumers and for regulation: the distribution of benefits between consumers, companies and shareholders; the implications for competition and consumer choice; the impact of transparency and access to information; the impact on electricity prices; and the implications for the future of regulation. Case studies of three businesses that have been taken over by other companies illustrate how pre-existing difficulties relating to consumer prices have been compounded. The domestic consumer contribution as proportion of turnover for three of the regional electricity companies (RECs) in 1994/95 are estimated. |
