AnnotationThe development of flexible working hours has been a prominent feature of the UK labour market in recent years. Whilst flexibility can mean that employers can manage their workforce to meet fluctuating demands for labour in the short term and adapt to longer term changes, flexibility can also mean withdrawal of responsibilities associated with the employment relationship. This report examines the implications of 'flexibility as worker insecurity'. It considers CAB (citizens' advice bureaux) clients' experience of a variety of flexible working patterns: variable hours contracts; temporary work; part-time work; self-employment; employment agencies; and contracts or 'outsourcing', including the consequences of compulsory competitive tendering (CCT) in local government. The report puts forward recommendations designed to deal with the specific problems experienced by CAB clients, and which would provide a new framework of basic employment standards, based on choice, fairness and shared responsibility.
