AnnotationIn the second of two articles, the author suggests that radical solutions are needed to tackle the problems caused by the proliferation of cut-price residential homes. Cut-price care is a false economy, which incurs economic and social costs. Truly independent inspection units - accessible to residents, relatives and staff - should have the power to investigate and prevent abuse, enabling the home to perform its main task.
