Annotation | Although the Social Fund purports to provide extra financial help for vulnerable members of society, there is evidence to suggest that it fails to reach many people in need of help, largely because of budget constraints. Using secondary analysis of a survey of people on low incomes, this paper looks at the estimated costs of providing cash help for community care under a a number of different target group models, but recognises that definition of the groups to be helped will depend on policy makers' political values. |
