Annotation | Following recent judicial rulings, people's rights to services are now in confusion. In addition, the intentions of the NHS and Community Care Act 1990 are being undermined by cash-strapped local authorities which are finding a variety of means to deny services to older people who need them. In the light of the recent Gloucestershire and Sefton judgments which this article outlines, the author calls for a fundamental review of the law and the money available for services. (RH). |
