Rural public transportation and the mobility of older persons

AnnotationIn urban areas in the United States, about 7% of all users of public transport are 65 years or over, while in rural areas they make up 18% of all users. This article examines United States federal policy regarding transport in rural areas. It argues that the current fragmented nature of rural transport programmes is a result of cycles of federal regulation and deregulation, and chronic underfunding of rural transport compared to its urban counterpart. Three alternative approaches to future policy are suggested, within the context of the public purposes of transport, distinctions of need and demand, and funding comparisons with car usage.
