AnnotationThis book describes the first stages of the local development of the community care policy reforms laid out in the 1989 White Paper, 'Caring for people', and the subsequent NHS and Community Care Act 1990. It spans the period from the mid-1980s when the policy was first considered, until its implementation at the beginning of 1993. It maps the initial responses of four representative local authorities reported in a project by the Monitoring of Social Care of Elderly People (MSCEP) Project undertaken by PSSRU on behalf of the Department of Health (DoH). Specific issues are organised around the themes of: planning for community care implementation; developing the mixed economy of care; regulation and quality assurance; assessment and care management; development of home care services; and residential care strategies. A case study on a fifth authority looks at implementation. The verdict is of a centralised system with decreasing responsiveness to local needs.
