AnnotationThis is volume 1 (of 3) of the report of the Director General's inquiry into pensions, which aimed to review the provision of occupational and personal pensions in the UK, in order to identify any practices which adversely affect the economic interests of consumers. It focused on two aspects of pension provision: the market and industry structure, including its statutory and regulatory framework; and consumer behaviour in choosing pensions, and the effect on pension entitlement. In this volume, the history of pensions in the UK is reviewed, and the shift in occupational pensions from defined benefit schemes to defined contribution schemes, together with the growth in personal pensions, are examined. Problems identified with various types of pension are investigated. Proposals are made for a flexible, portable Designated Personal Pension (DPP). A comparative analysis of pension systems in other countries in relation to those in the UK is also included.
