Annotation | The shift of financial responsibility for continuing care to local authorities combined with an accelerating withdrawal of NHS provision has served to highlight the need for a clearer financial framework. The author argues the need for more open debate about the boundaries between "free" and means-tested services, and for a Royal Commission to be established. (RH). |
