AnnotationThe Citizen's Charter claims to have improved services, but it has been flawed in its approach and has frequently proved ineffective. This report examines examples in practice, including: the Patient's Charter; the Victim's Charter; the Passenger's Charter; British Gas plc's `Commitment to customers'; and local authority charters. IPPR (the Institute for Public Policy Research) proposes six principles for a new policy and reforms to build on the Charter's strengths and overcome its weaknesses: fair treatment, entitlement, participation, openness, public accountability, and co-operation.
