AnnotationThe independent Commission on Social Justice was set up at the instigation of John Smith, Leader of the Labour Party, in December 1992, to conduct a wide-ranging review of social and economic change in the UK. This paper examines the institutional and personal discrimination faced by disabled people, and proposes solutions. It considers the financial hardships experienced, and the way in which social services are often provided in a manner which deprives the disabled recipients of control and dignity. Recommendations made include: comprehensive anti-discrimination legislation; the right to choose either local authority services or the cash equivalent following a needs assessment; a Comprehensive Disability Income (CDI) to compensate for reduced earnings capacity; and for disabled people to be consulted on their needs and to be involved in planning of provision to meet those needs.
