AnnotationThe community care reforms place high emphasis on both frail elderly and disabled people being able to stay in their own homes. This has resulted in a growing appreciation of the community care contribution made by home improvement agencies (HIAs) through their home improvement and home adaptation work. This research tests out how HIAs are helping deliver the Government's commitment to housing being central to community care, and what constitutes success from the perspective of health and social service agencies who have decided to partly fund HIAs. The impact of HIAs in terms of their cost effectiveness and costing of their work is analysed in case studies.
