Annotation | Many older people are being excluded from the process of care management, in contradiction to pronouncements made when community care was introduced. The authors suggest that it is time to reflect on the hopes and expectations raised by the NHS and Community Care Act 1990, and to devise new ways of keeping ideals of participation and empowerment alive.
