AnnotationThis paper is one of a series of briefings prepared for the "Older People in Europe" Conference organised by the European Resource Unit in January 1995, focusing on themes and issues which will have been addressed by the European Commission's proposed Second Programme on Old People in 1996. The aim of this paper is to look at the processes in empowerment that are the means to effecting change: participation; equality; and the general climate, organisation, and services involved. Networking and empowerment are the mechanisms for developing alliances, and the following are considered: the methods; joining a network; ethical networking; networking skills; collaboration; negotiation; and lobbying.
