AnnotationThis study is a preliminary examination of the implementation of the Carers (Recognition and Services) Act 1995, from the carer's perspective. It examines carers' knowledge of the Act, the barriers and factors in asking for a carer's assessment, and the processes and outcomes regarding assessments. Although assessments can help carers, the fact that 82% of carers had not asked for an assessment indicates that they are not aware of their rights, or how these rights relate to their own situation. Concerns are raised about the future of community care and the availability of resources for funding, in the light of the House of Lords judgment on Gloucestershire in March 1997. The report concludes that carers do not want to give up their caring role. However, urgent priority should be given to expanding the provision and range of respite care, both locally and nationally.
