Annotation | The Emergency Services Action Team (ESAT) was established with the remit of improving the handling of winter pressures (coping with the increase in demand, particularly in acute hospitals), and of looking at the factors which shape emergency care and affecting other sectors of the NHS. This report examines national and regional experiences in the winter of 1996/97. It lists action points for the NHS Executive, Health Authorities, and Health Trusts. Good practice in handling winter pressures is outlined, for which there are two 'fixed points': hospitals and their accident and emergency departments must not close to emergency admissions; and health authorities must share the risks faced by NHS in meeting unpredictable demand. |
