AnnotationThe Social Policy Forum was formed as part of the European Commission's response to Declaration 23 of the Maastricht Treaty which stresses the importance of co-operation between the EU and charitable organisations responsible for social welfare services. The Forum aimed to broaden the scope of the interaction between the Commission (and other EU institutions, such as the European Foundation for the Improvement of Living Conditions) and those involved at grassroots level in the fields of economic and social action, and social cohesion. Four main themes were discussed: equal opportunities in the broadest sense, employment, social protection, and working life as reshaped by new economic and technological processes. The Commission convened a 'Comité des Sages', which presented the Forum with a report proposing the creation of a 'Bill of Rights', a charter of fundamental rights for all citizens.
