AnnotationThis paper presents the methods and key outcomes of a community-led needs assessment exercise, developed by members of the North and West Sutherland Community Care Forum, carried out on behalf of Highland Community Care Forum, Age Concern Scotland, and Rural Forum Scotland. The needs assessment sought to enhance the development of rural community care services by ensuring that the views of carers and users were secured and considered in joint planning processes. Respondents, drawn from key informants, community workshops, and users and carers, had little understanding of 'community care'. It was difficult for them to speculate about future services, which might promote independence at home. The geography of the area was cited as a major barrier to achieving responsive, locally based services.
