Annotation | This report discusses the extent, characteristics and histories of older homeless people, and the services required, drawing on examples of good practice. It includes material from Maureen Crane's doctoral study of 225 homeless people aged over 55 in four cities (London, Sheffield, Leeds and Manchester), with results of new investigations. While respondents' histories prior to homelessness were diverse, rarely did a single factor cause homelessness. It was often the outcome of several stressful events intricately related to psychological and social problems, so that mental illness featured strongly, with few receiving treatment. No policies and few homeless services are targeted specifically at older people. Recommendations made include: identifying those at risk to prevent homelessness; specialist outreach workers; intensive resettlement projects and long-term support; and permanent housing, from independent accommodation to high-care group homes. |
