Annotation | In theory, all local authorities should be able to quantify the needs of their population, stratified by age, sex and client group, and match needs to service provision. In practice, few community care documents show evidence of having done so. The authors point to three key reasons for poor planning information in community care plans: limitations of current data sources; the community care structure which fragments the population focus; and the lack of national guidance on standardising the assessment processes, core data, data collection and eligibility criteria. |
