Annotation | The break-up of the Poor Law in the UK separated cash benefits from the subsidised provision of services in kind. This did not happen in Bismarckian social insurance systems, of which France is an example. There is greater structural fragmentation in the French system, which focuses on benefits for people to purchase their care. |
