Annotation | The author argues that resource constraints have been the primary force behind recent policy developments. If policy continues to evolve along current market-led lines, more of the baby boomer generations will find themselves having to pay for nursing home care and domiciliary services. Those who do not meet eligibility criteria for collectively provided care and cannot pay for it themselves run the risk of falling through the net. |
