AnnotationThis report examines the social and economic characteristics, and changes in service provision which affect the health of London's population - including older people and those with mental health problems. It looks at the impact of the NHS and Community Care Act 1990, highlighted in the reports, 'London health care 2000'; and the Tomlinson Report of the Inquiry into London's Health Services, Medical Education and Research. Although significant investment in primary care followed the government's 1993 agenda, 'Making London better', there are signs of strain on social and health care services, e.g.: financial problems; acute bed shortages; failure of co-ordination of care for older people; and skill shortages. The Commission makes recommendations for a new policy framework, covering: public health policies; a new strategic framework to support health service development; new mechanisms for allocating resources; and human resources policies which are firmly linked to service development.
