Annotation | This paper, based on a presentation at the BASE (British Association for Service to the Elderly) conference in 1996, explores what the organisational changes and the current condition of community care in Wales might mean for older people. It suggests that the current direction of services to older people is not sustainable and that a reframing of the challenge of community care is necessary.
