Annotation | The Canadian government's proposals for a goods and services tax (GST) require modification, to ensure that older people - especially those with a modest income - do not bear a disproportionate tax burden, and that it is consistent with health policies. NACA recommends the need for: measures to reduce the regional impact of the GST; stopping deduction of federal sales tax credits from provincial social assistance benefits; continued protection of low and modest income older people through full indexation; ensuring a full take-up rate of the GST credit; and avoidance of biasing health service utilisation through tax exemptions. |
